U.S. SBA Resources for Community Advantage Lenders

The main source of SBA guidance for CA lenders is provided through the Community Advantage Participant Guide, which has been updated several times since the CA pilot was first launched in 2011. Unless otherwise specified by the SBA, CA lenders and CA loans must comply with SBA 7(a) regulations and guidance. 

MLWG Staff compiled the following up to date SBA resources for mission lenders.

  • SOP 50 56 1 - June 15, 2023: This SOP contains the SBA’s participation guidance for 7(a) Lenders and Certified Development Companies (CDCs), aka “SBA Lenders”. This SOP provides: criteria for becoming an SBA Lende, types of delegated authority, a brief overview of how SBA conducts oversight of SBA Lenders. and processes for loan reporting, Secondary Market transactions, loan transfers, and securitization.
    *NOTE: Chapter 2, Small Business Lending Companies, Section C., Community Advantage SBLCs (CA SBLCs), incorporates the SBA Information Notice from May 1, 2023 entitled: Community Advantage Small Business Lending Company Conversion into this SOP.

  • SBA Information Notice - May 31, 2023: The purpose of this Notice is to inform 7(a) Lenders and SBA employees of the issuance of Standard Operating Procedure (SOP) 50 57 3, 7(a) Loan Servicing and Liquidation, which will become effective August 1, 2023. Concurrent with the issuance of the updated SOP, SBA will also update the Guaranty Purchase Package used by lenders to request that SBA honor its guaranty on any loan approved under the 7(a) loan program. 
    One of the more significant updates to SOP 50 57 3 relates to determining Lender compliance with SBA Loan Program Requirements. SBA will apply the requirements of SOP 50 10 and SOP 50 57 in effect at the time of SBA’s guaranty purchase review, unless these requirements result in a determination that is more restrictive upon the Lender than the SOP requirements in effect when the Lender action was taken. 

  • SBA Procedural Notice - May 26, 2023: This notice advises all 7(a) Lenders and SBA staff that, for the 7(a) Loan Program only, SBA is delaying the implementation of the new procedures for submitting loan terms and conditions to SBA until August 1, 2023, to coincide with the effective date of the new SOP 50 10 7

  • SOP 50 10 7 - May 10, 2023: This update to the SOP provides additional guidance and incorporates revisions to conform to changes in SBA regulations and Loan Program Requirements. Become effective on August 1, 2023

  • SBA Procedural Notice - May 9, 2023: The purpose of the notice is to implement the removal of the requirement for a Loan Authorization in accordance with the Final Rule on Small Business Lending Company (SBLC) Moratorium Rescission and Removal of the Requirement for a Loan Authorization)

  • SBA Procedural Notice - May 9, 2023: The purpose of the Notice is to address the implementation of SBA’s Final Rule on Affiliation and Lending Criteria for the SBA Business Loan Programs (88 FR 21074, effective May 11, 2023) (Rule) in the 7(a) and 504 Loan Programs. Additionally, effective May 11, 2023, the maximum loan amount for a 7(a) Small loan is $500,000, an increase from $350,000 or less

  • SBA Information Notice - May 1, 2023: OCRM is initiating a program to enable CA lenders to become Community Advantage Small Business Lending Companies (CA SBLCs.

  • 88 FR 21890 - April 12, 2023: Final rule on the U.S. SBA's Small Business Lending Company (SBLC) Moratorium Rescission and Removal of the Requirement for a Loan Authorization proposal

  • 87 FR 66963 - November 7, 2022: Small Business Lending Company (SBLC) Moratorium Rescission and Removal of the Requirement for a Loan Authorization

  • 87 FR 59240 - September 29, 2022: U.S. SBA amended its small business size regulations to incorporate OMB’s NAICS revisions for 2022. This notice became effective on October 1, 2022.  

  • 87 FR 40034 - July 5, 2022: U.S. SBA proposes to amend its small business size regulations and incorporate OMB's NAICS Codes  â€‹

  • 87 FR 38900 - June 30, 2022: Final Rule on Program Changes to all 7(a) & 504 programs - Effective August 1, 2022

  • 87 FR 25398 - April 29, 2022: Notification of changes to Community Advantage Pilot Program - Effective May 31, 2022

  • 87 FR 19165 - April 1, 2022: extended the term of the CA Pilot Program through 09/30/24 and allows for new CA applications from Mission Lenders - Effective 04/01/2022

  • Version 7.0 was issued on May 1st, 2022 and is effective as of May 31st, 2022. See SBA updated Community Advantage page for resources and trainings.

  • Version 6.0 was issued on June 1st, 2020 and is effective as of June 15th, 2020.
